Malacañang is investigating the Philippine Health Insurance Corporation after a lawyer resigned from the agency, citing widespread corruption and other irregularities.<br />

A whistleblower on Tuesday claimed that Health Secretary Francisco Duque 3rd was the “godfather” of the alleged mafia in the Philippine Health Insurance Corp. (PhilHealth).<br />
<br />
Thorrsson Keith, the state insurer’s former anti-fraud officer, made the claim when he physically attended the resumption of the Senate investigation of alleged anomalies in PhilHealth.<br />
<br />
Morales stressed that there’s no massive corruption in PhilHealth and challenged Keith to “come up with the evidence and file the case.”<br />
<br />
Keith also opposed the PhilHealth contribution being imposed on overseas Filipino workers, but Morales said this is still being discussed in the government, particularly by a joint oversight congressional committee.<br />

Another PhilHealth official, Senior Vice President Dennis Adre, also testified that he wrote a letter to Duque in February 2018, after the DoH secretary asked for advice on what measures may be taken “to deal with fraud in the agency.”<br />

Amid the coronavirus crisis, Senate Minority Leader Franklin Drilon questioned PhilHealth’s “overpriced” COVID-19 testing package, saying the government could lose ₱8 billion. PhilHealth later slashed the price, saying supply and demand have improved.<br />
<br />
Several hospitals complained that PhilHealth owed them billions of pesos, but the agency's officials said this may be due to the denial of some claims due to lack of data and other requirements.<br />
<br />
PhilHealth also figured in a “ghost” dialysis scam last year, where government funds were allegedly used for nonexistent kidney treatments. Duterte asked for the resignations of top PhilHealth officials following the insurance fraud scandal, which led to the hiring of Morales as its new chief.<br />

Director General Nicanor Faeldon admitted that he signed a release order for former Calauan mayor Antonio Sanchez, but insisted that he “stopped the process” for his release.<br />

He insisted that the release process for Sanchez was not completed.<br />

Sanchez, who was convicted for the rape and murder of Mary Eileen Sarmenta and the killing of Allan Gomez, would have been among the estimated 11,000 persons deprived of liberty (PDL) who are said to have qualified for a reduced prison term based on good conduct time allowance (GCTA).<br />

The GCTA system allows a PDL, including those convicted of heinous crimes based on the existing implementing rules, to apply for a reduction of his prison term on good conduct.<br />

Gordon questioned the GCTA granted to the former mayor, considering that he was reported to have committed several violations in prison, including not wearing a PDL’s uniform.<br />

The President's SONA was delayed for more than an hour since he had to speak separately with Alvarez and Arroyo, according to congressional sources.<br />
<br />
An agreement was reached to let Alvarez sit with the President during the speech, and to formalize Arroyo's election as Speaker through a proper resolution.<br />
<br />
After the President's SONA, lawmakers stayed to hold a session.<br />
<br />
Alvarez also made powerful enemies.<br />
<br />
He slapped graft charges against his former bosom buddy, Davao del Norte Rep. Antonio Floirendo Jr., one of the top campaign contributors of the President.<br />
<br />
Alvarez supported Majority Leader Rodolfo Fariñas in the latter’s political feud with the Marcoses in Ilocos Norte.<br />
<br />
“Everybody had their own issues [with him],” Nograles said. “The zero budget was an issue for some of them, so was the removal of chairmanships from those who voted against the death penalty [bill],” he said.<br />
<br />
While Alvarez was making enemies, Arroyo was consolidating her forces.<br />
<br />
Of the 184 who voted for her, several were her former Cabinet officials, including Andaya, who was her budget secretary, and Bohol Rep. Arthur Yap, who was her agriculture secretary.<br />
<br />
Another close ally is Minority Leader Danilo Suarez, who has joined the new supermajority.<br />
<br />
Alvarez did not respond to requests for comment on Tuesday.<br />

De Lima was initially hesitant to comment on the President’s latest outburst, this time directed at United States President Barack Obama, noting how Duterte would not like to be lectured on by other people.<br />

“Di ba nga sinasabi niya na ayaw siyang line-lecturan. Ayaw siyang pinagsasabihan. So mahirap…kasi ayaw ngang line-lecturan, ayaw sinasabihan. So maybe, this is just a friendly advice, unsolicited advice,” she said in an interview at the Senate on Tuesday.<br />

“Kailangan ho kasi tandaan ng ating mahal na Pangulo na Pangulo po siya, and therefore, anuman po ang lumalabas sa bibig niya ay kailangan pinag-iisipin muna nang husto, at hindi padalos-dalos, na nagiging policy yan and official statement,” she said.<br />

De Lima, who also traded barbs with Duterte over her alleged involvement in the illegal drugs trade, reminded that a statement of any president or leader of a state would be reflective reflective of his or her country’s foreign policy.<br />

“And therefore, hindi pupuwede yung ganyang style na nambu-bully, offensive din ang language,” she said.<br />
<br />
“Because pag ganun po, sa tingin ko po…I know, baka na naman po siya magalit if I say this – that yung mga ganyan po na mga offensive, intemperate language, does not only demean himself, but it also demeans his office and even the country in the eyes of the world. So kailangan po doble-ingat.”<br />
The senator was referring to Duterte’s reported warning against anyone who would lecture him about human rights and extra-judicial killings during the Association of Southeast Asian Nations (Asean) Summit in Vientiane, Laos.<br />

“You must be respectful. You just don’t throw question and statements. Putangina, mumurahin kita sa forum na yan,” the President was quoted in the media as saying, supposedly referring to Obama.<br />
His remark was believed to be the reason Obama called off his scheduled meeting with him this Tuesday. Duterte later expressed regrets for his comment.<br />

Relatives of several barangay officials here submitted affidavits supporting the graft charges filed against Mayor Edgardo Pamintuan in relation to allegations of "ghost employees" at the City Government.<br />

The four new complainants are Irene David, wife of Barangay Lourdes Northwest councilman William David; Joan Lozano, sister of Barangay Cutcut councilman Roy Ogurida; Marlene Coronel, wife of Barangay Salapungan councilman Renato Coronel, and Roberto Miranda, friend of Barangay Santo Domingo councilman Oliver Chaneco.<br />

David, Lozano, Coronel, and Miranda were reportedly listed as<br />
administrative assistants under the Philhealth Program of the Office of the Mayor and are supposedly receiving a salary of P500 daily.<br />
<br />
But the four denied receiving the amount saying they have no knowledge about their inclusion in the City Government’s job order employees.<br />
<br />
Barangay Margot council member Nenita Ferrer also signed a sworn statement to be included in the graft complaint.<br />
<br />
Ferrer is reportedly listed in the job order appointments by the City Government as one of the Researchers in the Cultural Mapping Program for the period of July 1 to July 31, 2012 where she supposedly received P600 per day as salary.<br />
<br />
Ferrer said she participated in the said program voluntarily and she only received an allowance of P400 for the entire duration of the program.<br />

On October 19, 2012, Sanchez filed graft and corruption charges against Pamintuan, City Accountant Wilfredo Tiotuico, City Budget Officer Fe Corpuz, City Treasurer Juliet Quinsaat, and other department heads before the Office of the Ombudsman regarding the 2,506 job order appointments of the City Government under the Pamintuan administration.<br />

The City Government is allegedly spending P240 million a year for the controversial 2,506 job order employees.<br />
<br />
Pamintuan and company are being charged with Conduct Prejudicial to the Best Interest of the Service, Grave Misconduct, Violation of Section 3(e) and 3(g) of Republic Act 3019, otherwise known as Anti-Graft and Corrupt Practices Act, and Violation of Article 217 (Malversation of public funds or property; Presumption of malversation) of the Revised Penal Code.<br />

On December 5, 2012, Deputy Ombudsman for Luzon Adoracion Agbada ordered Pamintuan and the company to submit their Counter-Affidavit within a period of 10 days after the receipt of the letter.<br />

Pampanga first district Representative Carmelo Lazatin Sr. vowed to end corruption in the City Government and bring back the glory of Angeles City when he filed his certificate of candidacy (COC) last Friday.<br />

Lazatin led his line-up, consisting of four candidates for councilor - Councilor Brian Nepomuceno, Carmelo Lazatin Jr., veteran newsman Maximo Sangil, and Lawyer Nino Enriquez.<br />
<br />
The Lazatins, Sangil, and Enriquez will run in next year’s polls under the Lakas-CMD party while Nepomuceno will retain his original party, the Nationalists People’s Coalition.<br />
<br />
Lazatin considered the filing of COC a historic event since he was joined by Nepomuceno, and parents Cutcut village chief Cecil Nepomuceno and former Pampanga vice governor and city councilor Robin Nepomuceno.<br />
<br />
Robin Nepomuceno fought Lazatin in the 2001 and 2004 mayoralty elections.<br />
<br />
The political stalwarts, the Lazatins and the Nepomucenos, have been rivals since the early 1930s.<br />
<br />
Supporters of Team Lazatin gathered at the lawmaker’s office in Barangay Telabastagan and trooped to the Comelec office in Pulung Maragul last Friday prior to the filing of the COCs.<br />

“Kailangan matigil na ang pangingikil at panggigipit ng administrasyong Pamintuan sa mga negosyante,” Lazatin said.<br />

He said the team’s priority is to be transparent on all transactions, especially in procurements, biddings, and other projects.<br />

He added that his administration will be business-friendly and will not impose any increase in real property and other business taxes for the next three years.<br />

The congressman also said he will focus on creating more jobs and livelihood opportunities to Angeleños. He also pledged to implement a more comprehensive solid waste management and health programs.<br />

Lazatin also pledged to improve the education system in the city by providing access to free college education, scholarship to deserving student, more teachers, and classrooms, books, and other needs.<br />
<br />
Infrastructure projects will also be implemented in order to attract more business opportunities and investors, according to Lazatin.<br />
<br />
He also mentioned his brainchild, the Local Urban Poor and Housing Affairs Office (Lupaho).<br />
<br />
Lazatin also vowed to strengthen the capability of the city police in order to respond more quickly to crimes and other threats.<br />
<br />
“Everyday is a People’s Day as services to every Angeleño will be available daily,” Lazatin said.<br />

Apparently, according to the scuttlebutt, <a href="http://bloggerspartylist.blogspot.com/2012/09/the-untouchable-rico-puno.html" target="_blank">Usec Rico</a>, accompanied by officials and personnel of the Philippine National Police (PNP) were poised to “ransack” the offices of the late Jesse Robredo two days after the latter’s plane crashed.<br />
<br />
Earlier, Roxas himself set the rumor mill spinning when he “revealed” that the late DILG Secretary was secretly investigating Puno before Robredo’s plane crashed. The rumor mill then wondered whether Puno himself may have had something to do with the crash.<br />
<br />
Putting one and one together, the insinuation is that Puno wanted Robredo out so that Usec Rico could take his place. Not only that but that <a href="http://bloggerspartylist.blogspot.com/2012/09/the-untouchable-rico-puno.html" target="_blank">Usec Rico</a> also wanted to find the documents in Robredo’s offices and condominium unit that allegedly incriminated Usec Rico Puno.<br />

One wonders if Usec Rico was amongst those identified by Sec Mar’s one and only, as among the “mga maliliit at maiitim na maligno” who wished the worst on Jesse Robredo.<br />
<br />
Are we living a Robert Ludlum or Ian Fleming book or watching a Jason Bourne of James Bond movie in full color?<br />
<br />
As undersecretary of the DILG, wasn’t Puno duty bound to secure the sensitive papers of the department after the crash? Wouldn’t he have been derelict in his duties had he not done so? What if anything went missing? Wouldn’t Puno then be damned for not securing these?<br />
<br />
If the intention were to “ransack” as insinuated by the TV station which employs Roxas’ wife Korina Sanchez, why would <a href="http://bloggerspartylist.blogspot.com/2012/09/the-untouchable-rico-puno.html" target="_blank">Usec Puno</a> bring along officials and personnel of the Philippine National Police? Why would the policemen even contact the lawyer of Robredo in the course of securing Jesse’s papers?<br />

In fact, as reported by other media, Puno, Usec. Austere Panadero and PNP chief Nicanor Bartolome “agreed to secure the offices of Robredo” on the personal order of President Noynoy Aquino.<br />
<br />
Justice Secretary Leila de Lima also denied knowing of any attempt by Puno and his group to engineer an illegal “break-in” of the offices of Robredo at the DILG and the National Police Commission and his condo unit.<br />
<br />
De Lima, who secured Robredo’s papers, was reported to have said that everything was in order before turning over the documents to Executive Secretary Paquito Ochoa who took over Robredo’s post in an acting capacity.<br />
<br />
Can we blame the hapless Puno for the crash? Hardly.<br />

Councilors Roderick Paulate and Francisco Calalay Jr., and their aides
have been ordered suspended by Ombudsman Conchita Carpio Morales for
allegedly hiring "ghost" employees in 2010.<br />

According to the order that Morales signed, there is "strong evidence of guilt on the part of the respondents." <br /><br />The
Office of the Ombudsman said the two councilors endorsed the
contractual employees and attested that they rendered service to the
city. Investigators found, however, that "these fictitious personnel do not have birth records from the National Statistics Office,
are not registered voters of Quezon City, have (not) secured NBI
clearances, and are not known in the respective barangays where they
allegedly reside or the indicated addresses where they purportedly
reside do not exist." <br />

City councilors Paulate and Calalay, as well as their liaison officers
Flordeliza Alvarez and Vicente Bajamunde, are facing charges of Serious
Dishonesty, Gross Neglect of Duty, Grave Misconduct, Falsification of
Official Documents, and Conduct Grossly Prejudicial to the Best Interest
of Service.<br />
<br />
The Office of the Ombudsman said that the councilors' endorsement "tend
to show that they knowingly or willfully used their positions in placing
under the employ of the local government of Quezon City, several ghost
employees, and receiving their salaries, wages and other emoluments for
their own personal gain."<br /><br />The liaison officers allowed themselves
to be used when they received the salaries meant for the "ghost"
employees, the Office of the Ombudsman said. The four will be on
preventive suspension without pay for six months.<br /><br />The Office of
the Ombudsman said in May that Paulate and Calalay disbursed a total of

In a press statement earlier today, the Commission on Elections (COMELEC) announced that after an intensive deliberation and debate, they have decided to allow the formation of a new political party for the 2013 National Elections. The decision was unanimous and was thoroughly reviewed by a 5-man committee headed by COMELEC chairman Sixto Brillantes.<br />

“I am proud to announce the formation of Partidong Uliran – That’s Entertainment Coalition (PU-TEC), a star-studded political party that will humbly serve the Filipino people,” said Chairman Emeritus German Moreno.<br />

According to the party’s spokesperson Mariz Rickets, they are still finalizing their senatorial slate for next year’s national elections. Rickets refused to confirm nor deny reports that they are courting Parañaque City Councilor Alma Moreno, who is running for senator next year under Lakas-CMD (Christian Muslim Democrats).<br />
